ppc raw test failure when 32-bit bfd

The test contained an expression that can't be evaluated unless
expressions are 64-bit.

	* testsuite/gas/ppc/raw.s: Use 0 as pli constant.
	* testsuite/gas/ppc/raw.d: Update to suit.
