2f276a2eea video: Expose HDR metadata per-window
Moves the HDR properties from the display to be per-window, and adds the frog_color protocol to enable HDR under Wayland.

wayland: Implement SetWindowOpacity via the alpha modifier protocol
The wp_alpha_modifier_v1 protocol allows for a global blending factor to be specified for an entire surface. Use this to add support for SDL_SetWindowOpacity().

c6a70d6898 Add support for modal windows to more platforms
- Adds support for modal windows to Win32, Mac, and Haiku, and enhances functionality on Wayland and X11, which previous set only the parent window, but not the modal state.
- Windows can be declared modal at creation time, and the modal state can be toggled at any time via SDL_SetWindowModalFor() (tested with UE5 through sdl2-compat).
- Allows dynamic unparenting/reparenting of windows.
- Includes a modal window test.

19764ffcc8 wayland: Add the xdg-foreign-unstable-v2 protocol
Add the xdg-foreign-unstable-v2 protocol and use it to create export handles for toplevel windows, which will be used when an external component, such as the file chooser portal, requires it.

e71e16950a wayland: Use the preferred order of displays exposed by KDE
KDE provides the kde_output_order_v1 protocol, which tells clients the preferred order of all connected displays. Sort SDL displays according to the provided list at init time.

44536b7537 Add and event and flag to report when a window has been occluded
Adds the SDL_EVENT_WINDOW_OCCLUDED events and the window flag SDL_WINDOW_OCCLUDED to report when the window occlusion state has changed, so that the application can take appropriate measures, as it may wish to suspend drawing, throttle, or otherwise behave in a more energy efficient manner when the window is not visible. When the window is no longer occluded, the SDL_EVENT_WINDOW_EXPOSED event is sent and the occlusion flag is cleared.

This is handled on macOS via the window occlusion state event (available as of 10.9), and via the xdg-shell protocol on Wayland (version 6, wayland-protocols 1.32, passed through in libdecor 0.1.2).

0c551e7069 wayland: Support axis relative direction
This allows clients to be aware of "natural scrolling" settings in the
compostior and adjust accordingly to optionally keep the same wheel and
trackpad behaviour accross platforms.

Testing using the "testmouse" example, behaviour in the demo is now the
same regardless of the compositor setting for scrolling.

8cafde5ecc wayland: Add high-resolution event timestamp support
Add the protocol for high-resolution timestamp events and subscribe to them if available.

Event timestamps are now handled natively in nanoseconds as much as possible to avoid error-prone conversions.

Variables have been appended with _ms or _ns where appropriate, to avoid ambiguity.

6d2b74db66 Support wayland fractional scale protocol
The new protocol adds support for more native communication of
fractional scaling.

Everything in the wayland backend already existed only our fractional
scale was calculated implicitly through a combination of output size
guesswork for fullscreen windows.

This new protocol makes that explicit, providing a more robust solution
and a solution for non-fullscreen surfaces. The fallback code is still
left in place for now whilst compositors gain support.

Add support for X11 primary selection (#6132)
X11 has a so-called primary selection, which you can use by marking text and middle-clicking elsewhere to copy the marked text.

There are 3 new API functions in `SDL_clipboard.h`, which work exactly like their clipboard equivalents.

## Test Instructions

* Run the tests (just a copy of the clipboard tests): `$ ./test/testautomation --filter Clipboard`

057086e389 wayland: Add high resolution scroll wheel support
Update the Wayland core protocol spec file and add support for the new axis_value120 event to handle high resolution scroll wheels.

The axis_value120 replaces the axis_discrete event, which is no longer sent as of version 8 of the protocol.  Note that unlike the axis_discrete event, no mention in the spec is made regarding how many axis_value120 events may occur per-axis per-frame, so the values are accumulated and committed when the pointer frame event occurs.

4d76c9cb46 video: wayland: Use wp-viewporter for fullscreen with non-native resolutions
Wayland doesn't support mode switching, however Wayland compositors can support the wp_viewporter protocol, which allows for the mapping of arbitrarily sized buffer regions to output surfaces.  Use this functionality, when available, for fullscreen output when using non-native display modes and/or when dealing with scaled desktops, which can incur significant overdraw without this extension.

This also allows for the exposure of arbitrarily sized, emulated display modes, which can be useful for legacy compatability.

0dae35bf3d video: wayland: Use xdg-output for retrieving the desktop dimensions
Using wl-output to get the desktop display dimensions and dividing by the integer scale factor will not return the correct result when using a desktop with fractional scaling (e.g. a 3840x2160 display at 150% will incorrectly report the scaled desktop area as 1920x1080 instead of 2560x1440).  Use the xdg-output protocol, if available, to retrieve the correct desktop dimensions and offset.

Versions 1 through 3 of the protocol are supported.

f6a09ef1a9 wayland: Drop support for kwin specific decoration management
KWin has supported the shared and formalised zxdg_decoration since
Plasma 5.16 which came out mid 2019.

Whilst it made sense to support them both for a while, it should not be
needed for future SDL releases.

bd553ea868 Implement support for inhibiting the screensaver on Wayland
We support both the org.freedesktop.ScreenSaver D-Bus API (same as the X11
backend) and the Wayland idle_inhibit_unstable_v1 protocol.

Some Wayland compositors only support one or the other, so we need both to
for broad compatibility.

Use zwp_keyboard_shortcuts_inhibit_manager_v1 to allow SDL applications
to capture system keyboard shortcuts like Alt+Tab when keyboard grab is
enabled via SDL_HINT_GRAB_KEYBOARD.

4f5bd53e8f wayland: Keep protocol XML files in-tree.
Now you don't need the latest Wayland installed to build with
newer protocols supported, as they'll build correctly; even if
your system can't use them, we can make intelligent decisions
at runtime about what's available on the current machine anyhow.

This also simplifies some logic and possible failure cases in
the configure and CMake scripts.

Fixes Bugzilla #4207.
