Jesper Nilsson e6cd19743b CRISv10: Don't autonegotiate if autonegotiation is off 
If autonegotiation was disabled, we still set the
BMCR_ANENABLE and BMCR_ANRESTART, which resulted in autonegotiation
never being disabled.
