pktgen create threads for all online cpus and bond these threads to relevant cpu repecivtily. when this thread firstly be woken up, it will compare cpu currently running with the cpu specified at the time of creation and if the two cpus are not equal, BUG_ON() will take effect causing panic on the system. Notice that these threads could be migrated to other cpus before start running because of the cpu hotplug after these threads have created. so the BUG_ON() used here seems unreasonable and we can replace it with WARN_ON() to just printf a warning other than panic the system. Linux kernel

There are several guides for kernel developers and users. These guides can
be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.
In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
