e0a7683d30 net/sched: cbs: fix port_rate miscalculation
The Credit Based Shaper heavily depends on link speed to calculate
the scheduling credits, we can't properly calculate the credits if the
device has failed to report the link speed.

In that case we can't dequeue packets assuming a wrong port rate that will
result into an inconsistent credit distribution.

This patch makes sure we fail to dequeue case:

1) __ethtool_get_link_ksettings() reports error or 2) the ethernet driver
failed to set the ksettings' speed value (setting link speed to
SPEED_UNKNOWN).

Additionally we properly re calculate the port rate whenever the link speed
is changed.

f6bab19931 sched: Avoid dereferencing skb pointer after child enqueue
Parent qdiscs may dereference the pointer to the enqueued skb after
enqueue. However, both CAKE and TBF call consume_skb() on the original skb
when splitting GSO packets, leading to a potential use-after-free in the
parent. Fix this by avoiding dereferencing the skb pointer after enqueueing
to the child.

86bd446b5c net: sched: rename qdisc_destroy() to qdisc_put()
Current implementation of qdisc_destroy() decrements Qdisc reference
counter and only actually destroy Qdisc if reference counter value reached
zero. Rename qdisc_destroy() to qdisc_put() in order for it to better
describe the way in which this function currently implemented and used.

Extract code that deallocates Qdisc into new private qdisc_destroy()
function. It is intended to be shared between regular qdisc_put() and its
unlocked version that is introduced in next patch in this series.

990e35ecba cbs: Add support for the graft function
This will allow to install a child qdisc under cbs. The main use case
is to install ETF (Earliest TxTime First) qdisc under cbs, so there's
another level of control for time-sensitive traffic.

710fb39689 net: sch: sch_cbs: add extack support
This patch adds extack support for the cbs qdisc implementation by
adding NL_SET_ERR_MSG in validation of user input.
Also it serves to illustrate a use case of how the infrastructure ops
api changes are to be used by individual qdiscs.

3d0bd028ff net/sched: Add support for HW offloading for CBS
This adds support for offloading the CBS algorithm to the controller,
if supported. Drivers wanting to support CBS offload must implement
the .ndo_setup_tc callback and handle the TC_SETUP_CBS (introduced
here) type.

585d763af0 net/sched: Introduce Credit Based Shaper (CBS) qdisc
This queueing discipline implements the shaper algorithm defined by
the 802.1Q-2014 Section 8.6.8.2 and detailed in Annex L.

It's primary usage is to apply some bandwidth reservation to user
defined traffic classes, which are mapped to different queues via the
mqprio qdisc.

Only a simple software implementation is added for now.
