The of_gpio_n_cells default is 2 when ->of_xlate() callback is
not defined. No need to assign it explicitly in the driver.

sppctl_gpio_inv_get is only used from the debugfs code inside
of an #ifdef, so we get a warning without that:
drivers/pinctrl/sunplus/sppctl.c:393:12: error: 'sppctl_gpio_inv_get' defined but not used [-Werror=unused-function]
393 | static int sppctl_gpio_inv_get(struct gpio_chip *chip, unsigned int offset)
| ^~~~~~~~~~~~~~~~~~~
Replace the #ifdef with an IS_ENABLED() check that avoids the warning.

As the potential failure of the kcalloc(),
it should be better to check it in order to
avoid the dereference of the NULL pointer.

The first valid item of pin-function table should
start from the third item. The first two items,
due to historical and compatible reasons, should
be dummy items.
The two dummy items were removed accidentally in
initial submission. This fix adds them back.
