of the CPU resource control state when a task is scheduled.
Rename resctrl_sched.h to resctrl.h in preparation of additions that

Commit a10079c662 ("staging: remove hp100 driver") removed all files
from ./drivers/staging/hp/, but missed to adjust MAINTAINERS.
Since then, ./scripts/get_maintainer.pl --self-test=patterns complains:
