The signedness mismatch of the argument type produces an error
compiling kernel/sched/core.c with -Werror=incompatible-pointer-types,
which is now used by default.

CONFIG_SFC=m uses topology_core_cpumask() which, for sh, expects
cpu_core_map to be exported. It is not. This patch exports the needed
symbol.

When registering CPUs in the topology initialization ensure that all of
the present CPUs are flagged as hotpluggable.

This enables SCHED_MC support for SH-X3 multi-cores. Presently this is
just a simple wrapper around the possible map, but this allows for
tying in support for some of the more exotic NUMA clusters where we can
actually do something with the topology.

Currently cpu_to_node() is always 0 in the UP case, though
we do want to have the CPU association linked in under sysfs
even in the cases where we're only on a single CPU.
Fix this up, so we have the cpu0 link on all of the available
nodes that don't already have a CPU link of their own.

Split out the CPU topology initialization to a separate file,
and switch it to a percpu type, rather than an NR_CPUS array.
At the same time, switch to only registering present CPUs,
rather than using the possible CPU map.
