This patch moves a missplaced sock_put(sk) after
bh_unlock_sock(sk)
like in other parts of AX25 driver.

This patch changes current use of: init_timer(), add_timer()
and del_timer() to setup_timer() with mod_timer(), which
should be safer anyway.

Right now all uses of the ax25_list_lock lock are _bh locks but knowing
some code is only ever getting invoked from _bh context we can better.

Lots of places just needs the states, not even linux/tcp.h, where this
enum was, needs it.
This speeds up development of the refactorings as less sources are
rebuilt when things get moved from net/tcp.h.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.
Let it rip!
