When running under OP-TEE, the L2 cache is configured by OP-TEE and the
sam platform code does not allow any modification yet. Setup a dummy
.write_sec() callback to avoid triggering exceptions when Linux tries
to modify the L2 cache configuration.

Since OP-TEE now has a more complete support for sama5d2, add necessary
code to perform SMC calls. The detection of OP-TEE is based on a
specific device-tree node path (/firmware/optee) such has done by some
other SoC. A check is added to avoid doing SMC calls without having
OP-TEE.

The sama5d2 has a mode were it is possible to cut power to the SoC while
keeping the RAM in self refresh.
Resuming from that mode needs support in the firmware/bootloader.

Init data marked const should be annotated with __initconst for
correctness and not __initdata. In some cases the array gathering
references to that data has to be marked const as well. This fixes
LTO builds that otherwise fail with section mismatch errors.

Commit 2b0ba96cea ("net: phy: micrel: disable NAND-tree for KSZ8021,
KSZ8031, KSZ8051, KSZ8081") automated the NAND-tree mode deactivation
process, thus making this phy fixup useless.
Remove it along with the associated headers inclusion.

Remove the string "(Device Tree)" after the machine name because all AT91
machines use the DT nowadays.
Also change some function names to unify following the convention:
- at91sam9xxx aren't named sam9, 9xxx but with the full name
- sama5 are the ones that don't have the at91 prefix anymore.

Move the ramc initialization to pm.c as it is the only user left.
This allows us to get rid of at91_dt_initialize() that was the only one called
by the init_early() function pointer of struct machine_desc.
