Power management updates for 5.11-rc1

A set of updates for entry/exit handling:
- More generalization of entry/exit functionality - The consolidation work to reclaim TIF flags on x86 and also for non-x86 specific TIF flags which are solely relevant for syscall related work and have been moved into their own storage space. The main part of this branch is the ongoing fight against windmills in
an attempt to have userspace tools not poke at naked MSRs. This round deals with MSR_IA32_ENERGY_PERF_BIAS and removes direct poking into it by our in-tree tools in favor of the proper "energy_perf_bias" sysfs interface which we already have. In addition, the msr.ko write filtering's error message points to a new summary page which contains the info we collected from helpful reporters about which userspace tools write MSRs: https://git.kernel.org/pub/scm/linux/kernel/git/tip/tip.git/about along with the current status of their conversion. applications to populate protected regions of user code and data called enclaves. Once activated, the new hardware protects enclave code and data from outside access and modification. Enclaves provide a place to store secrets and process data with those secrets. Update devfreq for 5.11
Detailed description for this pull request: 1. Update devfreq core - Add new devfreq_frequency tracepoint to show the frequency change information. - Add governor feature flag. The devfreq governor is able to have the specific flag in order to contain the non-common feature. For example, if governor contains the 'immutable' feature, don't allow user to change the governor via sysfs. - Add governor sysfs attribute flag for each sysfs file. Prior to that devfreq subsystem show the all sysfs files regardless of governor type. But, some sysfs fils are not supported on the specific devfreq governor. In order to show the only supported sysfs files according to the governor, clarify the access permission of sysfs attributes according to governor. When adding the devfreq governor, can specify the available attribute information by using DEVFREQ_GOV_ATTR_* constant variable. The user can read or write the sysfs attributes in accordance to the specified attributes. - Clean-up the code to remove the duplicate code for the devfreq tracepoint and to remove redundant governor_name field from struct devfreq 2. Update exynos-bus.c devfreq driver - Add interconnect API support for the Samsung Exynos Bus Frequency driver of exynos-bus.c. Complementing the devfreq driver with an interconnect functionality allows to ensure the QoS requirements of devices accessing the system memory (e.g. video processing devices) are fulfilled and allows to avoid issues like the DMA underrun. 3. Update tegra devfreq driver - Add interconnect support and OPP interface for tegra30-devfreq.c. MAINTAINERS: add a limited ARM and ARM64 SoC entry
It is expected for ARM and ARM64 SoC related code to go through sub-architecture maintainers. Their addresses were therefore not documented to push patch traffic through sub-architecture maintainers. However when patches touch generic code, e.g. multi_v7_defconfig, the patch might not be picked up by them and instead should go to the SoC maintainers - Arnd and Olof. Add a minimal maintainer's entry for SoC covering only Makefile, so it will not appear on most of submissions (except new devicetree boards). It will though serve as a documentation and reference for cases when submitter does not know where to send his SoC-related patches.
