On a PCI adapter that provides up to 8 MSI interrupt sources the s390
implementation of PCI interrupts rejected to accommodate them, although
the underlying hardware is able to support that.
For MSI-X it is sufficient to allocate a single irq_desc per msi_desc,
but for MSI multiple irq descriptors are attached to and controlled by
a single msi descriptor. Add the appropriate loops to maintain multiple
irq descriptors and tie/untie them to/from the appropriate AIBV bit, if
a device driver allocates more than 1 MSI interrupt.
Common PCI code passes on requests to allocate a number of interrupt
vectors based on the device drivers' demand and the PCI functions'
capabilities. However, the root-complex of s390 systems support just a
limited number of interrupt vectors per PCI function.
Produce a kernel log message to inform about any architecture-specific
capping that might be done.
With this change, we had a PCI adapter successfully raising
interrupts to its device driver via all 8 sources.

When doing device passthrough where interrupts are being forwarded from
host to guest, we wish to use a pinned section of guest memory as the
vector (the same memory used by the guest as the vector). To accomplish
this, add a new parameter for airq_iv_create which allows passing an
existing vector to be used instead of allocating a new one. The caller
is responsible for ensuring the vector is pinned in memory as well as for
unpinning the memory when the vector is no longer needed.
A subsequent patch will use this new parameter for zPCI interpretation.

The directed MSIs are delivered to CPUs whose address is
written to the MSI message address. The current code assumes
that a CPU logical number (as it is seen by the kernel)
is also the CPU address.
The above assumption is not correct, as the CPU address
is rather the value returned by STAP instruction. That
value does not necessarily match the kernel logical CPU

For the former only set the affinity in the directed case.
The latter is explicitly set in zpci_directed_irq_init()

Up until now all interrupts on s390 have been floating. For MSI interrupts
we've used a global summary bit vector (with a bit for each function) and
a per-function interrupt bit vector (with a bit per MSI).
This patch introduces a new IRQ delivery mode: CPU directed interrupts.
In this new mode a per-CPU interrupt bit vector is used (with a bit per
MSI per function). Further it is now possible to direct an IRQ to a
specific CPU so we can finally support IRQ affinity.
If an interrupt can't be delivered because the appointed CPU is occupied
by a hypervisor the interrupt is delivered floating. For this a global
summary bit vector is used (with a bit per CPU).
