With the new ISO 15765-2:2024 release the former documentation and comments
have to be reworked. This patch removes the ISO specification version/date
where possible.

The devices are meant to be under the "Device Drivers" category of the
menuconfig. The CAN subsystem is currently one of the rare exception
with all of its devices under the "Networking support" category.
The CAN_DEV menuentry gets moved to fix this discrepancy. The CAN menu
is added just before MCTP in order to be consistent with the current
order under the "Networking support" menu.
A dependency on CAN is added to CAN_DEV so that the CAN devices only
show up if the CAN subsystem is enabled.

The help text for the CAN_ISOTP config symbol uses the acronym "PDU". However,
this acronym is not explained here, nor in Documentation/networking/can.rst.
Expand the acronym to make it easier for users to decide if they need to enable
the CAN_ISOTP option or not.

CAN Transport Protocols offer support for segmented Point-to-Point
communication between CAN nodes via two defined CAN Identifiers.
As CAN frames can only transport a small amount of data bytes
(max. 8 bytes for 'classic' CAN and max. 64 bytes for CAN FD) this
segmentation is needed to transport longer PDUs as needed e.g. for
vehicle diagnosis (UDS, ISO 14229) or IP-over-CAN traffic.
This protocol driver implements data transfers according to
ISO 15765-2:2016 for 'classic' CAN and CAN FD frame types.

Since commit 84af7a6194 ("checkpatch: kconfig: prefer 'help' over
'---help---'"), the number of '---help---' has been gradually
decreasing, but there are still more than 2400 instances.
This commit finishes the conversion. While I touched the lines,
I also fixed the indentation.
There are a variety of indentation styles found.
a) 4 spaces + '---help---'
b) 7 spaces + '---help---'
c) 8 spaces + '---help---'
d) 1 space + 1 tab + '---help---'
e) 1 tab + '---help---' (correct indentation)
f) 1 tab + 1 space + '---help---'
g) 1 tab + 2 spaces + '---help---'
In order to convert all of them to 1 tab + 'help', I ran the
following commend:

SAE J1939 is the vehicle bus recommended practice used for communication
and diagnostics among vehicle components. Originating in the car and
heavy-duty truck industry in the United States, it is now widely used in
other parts of the world.
J1939, ISO 11783 and NMEA 2000 all share the same high level protocol.
SAE J1939 can be considered the replacement for the older SAE J1708 and
SAE J1587 specifications.

This patch adds an 'if CAN...endif' Block around all CAN symbols in
net/can/Kconfig. So the 'depends on CAN' dependencies can be removed.

This patch adds a CAN Gateway/Router to route (and modify) CAN frames.
It is based on the PF_CAN core infrastructure for msg filtering and msg
sending and can optionally modify routed CAN frames on the fly.
CAN frames can *only* be routed between CAN network interfaces (one hop).
They can be modified with AND/OR/XOR/SET operations as configured by the
netlink configuration interface known e.g. from iptables. From the netlink
view this can-gw implements RTM_{NEW|DEL|GET}ROUTE for PF_CAN.
The CAN specific userspace tool to manage CAN routing entries can be found in
the CAN utils http://svn.berlios.de/wsvn/socketcan/trunk/can-utils/cangw.c
at the SocketCAN SVN on BerliOS.

This patch adds the virtual CAN bus (vcan) network driver.
The vcan device is just a loopback device for CAN frames, no
real CAN hardware is involved.
