const qualify the struct ctl_table argument in the proc_handler function
signatures. This is a prerequisite to moving the static ctl_table
structs into .rodata data which will ensure that proc_handler function
pointers cannot be modified.

* Code formatting was adjusted in xfs_sysctl.c to comply with code
conventions. The xfs_stats_clear_proc_handler,
xfs_panic_mask_proc_handler and xfs_deprecated_dointvec_minmax where
adjusted.
* The ctl_table argument in proc_watchdog_common was const qualified.
This is called from a proc_handler itself and is calling back into
another proc_handler, making it necessary to change it as part of the
proc_handler migration.

s390 generates KOBJ_CHANGE uevents on CPUs whenever a topology update
occurs. These uevents currently have no users and they are also not
present on other architectures. As they are not necessary, remove
these extra uevents.

To help make the move of sysctls out of kernel/sysctl.c not incur a size
penalty sysctl has been changed to allow us to not require the sentinel, the
final empty element on the sysctl array. Joel Granados has been doing all this
work. On the v6.6 kernel we got the major infrastructure changes required to
support this. For v6.7-rc1 we have all arch/ and drivers/ modified to remove
the sentinel. Both arch and driver changes have been on linux-next for a bit
less than a month. It is worth re-iterating the value:
- this helps reduce the overall build time size of the kernel and run time
memory consumed by the kernel by about ~64 bytes per array
- the extra 64-byte penalty is no longer inncurred now when we move sysctls
out from kernel/sysctl.c to their own files
For v6.8-rc1 expect removal of all the sentinels and also then the unneeded
check for procname == NULL.
The last 2 patches are fixes recently merged by Krister Johansen which allow
us again to use softlockup_panic early on boot. This used to work but the
alias work broke it. This is useful for folks who want to detect softlockups
super early rather than wait and spend money on cloud solutions with nothing
but an eventual hung kernel. Although this hadn't gone through linux-next it's
also a stable fix, so we might as well roll through the fixes now.

This commit comes at the tail end of a greater effort to remove the
empty elements at the end of the ctl_table arrays (sentinels) which will
reduce the overall build time size of the kernel and run time memory

Remove the sentinel element from appldata_table, s390dbf_table,
topology_ctl_table, cmm_table and page_table_sysctl. Reduced the memory
allocation in appldata_register_ops by 1 effectively removing the
sentinel from ops->ctl_table.
This removal is safe because register_sysctl_sz and register_sysctl use
the array size in addition to checking for the sentinel.

When SMT thread CPUs are added to CPU masks the nr_cpu_ids
limit is not checked and could be exceeded. This leads to
a warning for example if CONFIG_DEBUG_PER_CPU_MAPS is set
and the command line parameter nr_cpus is set to 1.

The cpu hotplug notifiers are called without updating the core/thread
masks when a new CPU is added. This causes problems with code setting
up data structures in a cpu hotplug notifier, and relying on that later
in normal code.
This caused a crash in the new core scheduling code (SCHED_CORE),
where rq->core was set up in a notifier depending on cpu masks.
To fix this, add a cpu_setup_mask which is used in update_cpu_masks()
instead of the cpu_online_mask to determine whether the cpu masks should
be set for a certain cpu. Also move update_cpu_masks() to update the
masks before calling notify_cpu_starting() so that the notifiers are
seeing the updated masks.

The functions get_online_cpus() and put_online_cpus() have been
deprecated during the CPU hotplug rework. They map directly to
cpus_read_lock() and cpus_read_unlock().
Replace deprecated CPU-hotplug functions with the official version.
The behavior remains unchanged.

The current code doesn't clear the thread/group maps for offline
CPUs. This may cause kernel crashes like the one bewlow in common

Instead of having all the sysctl handlers deal with user pointers, which
is rather hairy in terms of the BPF interaction, copy the input to and
from userspace in common code. This also means that the strings are
always NUL-terminated by the common code, making the API a little bit
safer.
As most handler just pass through the data to one of the common handlers
a lot of the changes are mechnical.

The CPU topology masks on s390 contain also bits of CPUs which
are offline. Currently this is already a problem, since common
code scheduler expects e.g. cpu_smt_mask() to reflect reality.
This update changes the described behaviour and s390 starts to
behave like all other architectures.

It turned out that fake numa support is rather useless on s390, since
there are no scenarios where there is any performance or other benefit
when used.
However it does provide maintenance cost and breaks from time to time.
Therefore remove it.
CONFIG_NUMA is still supported with a very small backend and only one
node. This way userspace applications which require NUMA interfaces
continue to work.
Note that NODES_SHIFT is set to 1 (= 2 nodes) instead of 0 (= 1 node),
since there is quite a bit of kernel code which assumes that more than
one node is possible if CONFIG_NUMA is enabled.

In the sysctl code the proc_dointvec_minmax() function is often used to
validate the user supplied value between an allowed range. This
function uses the extra1 and extra2 members from struct ctl_table as
minimum and maximum allowed value.
On sysctl handler declaration, in every source file there are some
readonly variables containing just an integer which address is assigned
to the extra1 and extra2 members, so the sysctl range is enforced.
The special values 0, 1 and INT_MAX are very often used as range
boundary, leading duplication of variables like zero=0, one=1,
int_max=INT_MAX in different source files:

Add a const int array containing the most commonly used values, some
macros to refer more easily to the correct array member, and use them
instead of creating a local one for every object file.

Add check for the return value of memblock_alloc*() functions and call
panic() in case of error. The panic message repeats the one used by
panicing memblock allocators with adjustment of parameters to include
only relevant ones.
The replacement was mostly automated with semantic patches like the one
below with manual massaging of format strings.

It's good to have SPDX identifiers in all files to make it easier to
audit the kernel tree for correct licenses.
Update the arch/s390/kernel/ files with the correct SPDX license
identifier based on the license text in the file itself. The SPDX
identifier is a legally binding shorthand, which can be used instead of
the full boiler plate text.

"Yet another big pile of changes:
- More year 2038 work from Arnd slowly reaching the point where we
need to think about the syscalls themself.
- A new timer function which allows to conditionally (re)arm a timer
only when it's either not running or the new expiry time is sooner
than the armed expiry time. This allows to use a single timer for
multiple timeout requirements w/o caring about the first expiry
time at the call site.
- A new NMI safe accessor to clock real time for the printk timestamp
work. Can be used by tracing, perf as well if required.
- A large number of timer setup conversions from Kees which got
collected here because either maintainers requested so or they
simply got ignored. As Kees pointed out already there are a few
trivial merge conflicts and some redundant commits which was
unavoidable due to the size of this conversion effort.
- Avoid a redundant iteration in the timer wheel softirq processing.
- Provide a mechanism to treat RTC implementations depending on their
hardware properties, i.e. don't inflict the write at the 0.5
seconds boundary which originates from the PC CMOS RTC to all RTCs.
No functional change as drivers need to be updated separately.
- The usual small updates to core code clocksource drivers. Nothing
really exciting"

The topology information returned by STSI 15.x.x contains a flag
if the CPUs of a topology-list are dedicated or shared. Make this
information available if the machine provides topology information.

Add a new sysctl file /proc/sys/s390/topology which displays if
topology is on (1) or off (0) as specified by the "topology=" kernel
parameter.
This allows to change topology information during runtime and
configuring it via /etc/sysctl.conf instead of using the kernel line
parameter.

If running on machines that do not provide topology information we
currently generate a "fake" topology which defines the maximum
distance between each cpu: each cpu will be put into an own drawer.
Historically this used to be the best option for (virtual) machines in
overcommited hypervisors.
For some workloads however it is better to generate a different
topology where all cpus are siblings within a package (all cpus are
core siblings). This shows performance improvements of up to 10%,
depending on the workload.
In order to keep the current behaviour, but also allow to switch to
the different core sibling topology use the existing "topology="
kernel parameter:
Specifying "topology=on" on machines without topology information will
generate the core siblings (fake) topology information, instead of the
default topology information where all cpus have the maximum distance.
On machines which provide topology information specifying
"topology=on" does not have any effect.

Provide the raw stsi 15,1,x data contents via debugfs. This makes it
much easier to debug unexpected scheduling domains on machines that
provide cpu topology information.
Therefore this file adds a new 's390/stsi' debugfs directory with a
file for each possible topology nesting level that is allowed by the
architecture. The files will be created regardless if the machine
supports all, or any, level. If a level is not supported, or no data
is available, user space can recognize this with a -EINVAL error code
when trying to read such data.
In addition a 'topology' symlink is created that points to the file
that contains the data that is used to create the scheduling domains.

We are going to split <linux/sched/topology.h> out of <linux/sched.h>, which
will have to be picked up from other headers and a couple of .c files.
Create a trivial placeholder <linux/sched/topology.h> file that just
maps to <linux/sched.h> to make this patch obviously correct and
bisectable.
Include the new header in the files that are going to need it.

The data stored by the STSI instruction can be up to a page in size
but the memblock_virt_alloc allocation for tl_info only specifies
16 bytes. The memory after the short allocation is overwritten
every time arch_update_cpu_topology is called.

The "topology=off" kernel parameter is supposed to prevent the kernel
to use hardware topology information to generate scheduling domains
etc.
For an unknown reason I implemented this in a very odd way back then:
instead of simply clearing the MACHINE_HAS_TOPOLOGY flag within the
lowcore I added a second variable which indicated that topology
information should not be used. This is more than suboptimal since it
partially doesn't work. For the fake NUMA case topology information
is still considered and scheduling domains will be created based on
this.
To fix this and to simplify the code get rid of the extra variable and
implement the "topology=off" case like it is done for other features.

CPU topology information like cpu to node mapping must be setup in
setup_arch already. Topology information is currently made available
with a per cpu variable; this however will not work when the
initialization will be moved to setup_arch, since the generic percpu
setup will be done much later.
Therefore convert back to a cpu_topology array.

The s390 specific sched_domain_topology_level should always be used,
not only if the machine provides topology information. Luckily this
odd behaviour, that was by accident introduced with git commit
d05d15da18 ("s390/topology: delay initialization of topology cpu
masks") has currently no side effect.

I don't have a z10 to test this anymore, so I have no idea if the code
works at all or even crashes. I can try to emulate, but it is just
guess work.
Nor do we know if the z10 special handling is performance wise still
better than the generic handling. There have been a lot of changes to
the scheduler.
Therefore let's play safe and remove the special handling.

The z13 machine added a fourth level to the cpu topology
information. The new top level is called drawer.
A drawer contains two books, which used to be the top level.
Adding this additional scheduling domain did show performance
improvements for some workloads of up to 8%, while there don't
seem to be any workloads impacted in a negative way.

By accident this level has been removed by the NUMA infrastructure patch.
For non-NUMA systems with CPUs that span more than one book, this makes
the scheduler only use one of the books and the other books remain idle.
Fix this and re-add the missing level.
For NUMA and non-NUMA we have the following scheduling domains and groups:
- SMT (Groups: CPU threads)
- MC (Groups: Cores)
- BOOK (Groups: Books)
For the non-NUMA case we have one last level scheduling domain:
- DIE (Groups: Whole system, has all CPUs -> cpu_cpu_mask)
For the NUMA case we have the following two last level scheduling domains:
- DIE (Groups: NUMA nodes -> cpu_cpu_mask -> returns node siblings)
- NUMA (Groups: Whole system, has all CPUs -> created in sched_init_numa())
