PCI: reorder __pci_assign_resource() (no change)
Reorder functions so __pci_assign_resource(), _pci_assign_resource(), and pci_assign_resource() are closer together. No code change. Signed-off-by: Bjorn Helgaas <bhelgaas@google.com>
