[media] a8293: fix register 00 init value

Value 0x00 was written instead of 0x10 which was aim.

Bit4 is overcurrent disable timer - ODT. According to datasheet ODT
functions are always enabled but setting it 1 is still recommended.

Thanks to Aubin Constans to pointing that bug.
