ASoC: SOF: ipc: Move the ipc_set_get_comp_data() local to ipc3-control
The snd_sof_ipc_set_get_comp_data() only used for kcontrol data update and it is an IPC3 message parsing function. Move it out from the generic ipc.c to ipc3-control.c and rename it to better describe it's function.
