IB/ipoib: Set IPOIB_NEIGH_TBL_FLUSH after flushed completion initialization

Set IPOIB_NEIGH_TBL_FLUSH bit after initializing the neighbor
flushed completion, otherwise the garbage collector may signal
a completion while it is not initialized yet.
