ovl: remove unused code in lowerdir param parsing

Commit beae836e9c ("ovl: temporarily disable appending lowedirs")
removed the ability to append lowerdirs with syntax lowerdir=":<path>".
Remove leftover code and comments that are irrelevant with lowerdir
append mode disabled.
