rcu: Add lockdep_assert_held() teeth to tree.c

Comments can be helpful, but assertions carry more force.  This
commit therefore adds lockdep_assert_held() and RCU_LOCKDEP_WARN()
calls to enforce lock-held and interrupt-disabled preconditions.
