PCI/MSI: Use PCI_IRQ_INTX instead of PCI_IRQ_LEGACY

In pci_alloc_irq_vectors_affinity(), use the macro PCI_IRQ_INTX instead of
the now deprecated PCI_IRQ_LEGACY macro.
