RISC-V: KVM: Allow Guest use Svinval extension

We should advertise Svinval ISA extension to KVM user-space whenever
host supports it. This will allow KVM user-space (i.e. QEMU or KVMTOOL)
to pass on this information to Guest via ISA string.
