cpufreq: CPPC: Fix build error without CONFIG_ACPI_CPPC_CPUFREQ_FIE

If CONFIG_ACPI_CPPC_CPUFREQ_FIE is not set, building fails:

Make declare of cppc_cpufreq_driver out of CONFIG_ACPI_CPPC_CPUFREQ_FIE
to fix this.
