staging: typec: fusb302: make structure fusb302_psy_desc static

The const structure fusb302_psy_desc is local to the source and
does not need to be in global scope, so make it static.

Cleans up sparse warnings
symbol 'fusb302_psy_desc' was not declared. Should it be static?
