perf trace: Pass a syscall_arg to syscall_arg_fmt->strtoul()
With just what we need for the STUL_STRARRAY, i.e. the 'struct strarray' pointer to be used, just like with syscall_arg_fmt->scnprintf() for the other direction (number -> string).
