ftrace: Clean comments related to FTRACE_OPS_FL_PER_CPU

Commit b3a88803ac ("ftrace: Kill FTRACE_OPS_FL_PER_CPU") didn't
completely remove the comments related to FTRACE_OPS_FL_PER_CPU.
