Kconfig: lib/Kconfig.debug: fix references to Documenation

Browse Source 
Documentation on development tools was moved to Documentation/devl-tools
and sphinxified (renamed from .txt to .rst).

References in lib/Kconfig.debug need to be updated to the new location.
