libata: force PIO on IOMEGA ZIP 250 ATAPI

IOMEGA ZIP 250 ATAPI claims MWDMA0 support but fails SETXFERMODE if
asked to configure itself to MWDMA0.  Force PIO.

This fixes bugzilla bug#8497.
