memory: renesas-rpc-if: RENESAS_RPCIF should select RESET_CONTROLLER

The Renesas RPC-IF driver calls devm_reset_control_get_exclusive(),
which returns -ENOTSUPP if CONFIG_RESET_CONTROLLER is not enabled.
