ALSA: pcm: add SNDRV_PCM_TRIGGER_DRAIN trigger

Add SNDRV_PCM_TRIGGER_DRAIN trigger for pcm drain.

Some audio devices require notification of drain events
in order to properly drain and shutdown an audio stream.
