usb: gadget: Add xilinx usb2 device support

Xilinx USB2 device is a soft IP which supports both full
and high speed USB 2.0 data transfers. This patch adds
xilinx usb2 device driver support.

endpoints(bulk or interrupt or isochronous), as well as
endpoint zero(for control transfers).
Say "y" to link the driver statically, or "m" to build a
dynamically linked module called "udc-xilinx" and force all
gadget drivers to also be dynamically linked.
