net-caif: add CAIF generic caif support functions

Support functions for the caif protocol stack:
cfcnfg.c        - CAIF Configuration Module used for
                  adding and removing drivers and connection
cfpkt_skbuff.c  - CAIF Packet layer (SKB helper functions)
