[SCSI] qla2xxx: Correct vp_idx checking during PORT_UPDATE processing.

Browse Source 
Checks should only be done for NPIV-capable ISPs.  Original code
could result in PORT_UPDATEs being missed on non-NPIV-capable
ISPs.
