dt-bindings: cpufreq: Introduce QCOM cpufreq firmware bindings
Add QCOM cpufreq firmware device bindings for Qualcomm Technology Inc's SoCs. This is required for managing the cpu frequency transitions which are controlled by the hardware engine.
