bridge: vni: Fix vni filter help strings

Browse Source 
Add the missing 'vni' subcommand to the top level `bridge help`.
For `bridge vni { add | del } ...`, 'dev' is a mandatory argument.
For `bridge vni show`, 'dev' is an optional argument.
