tc: remove dsmark qdisc
The kernel has removed support for dsmark qdisc in commit bbe77c14ee61 (net/sched: Retire dsmark qdisc, 2023-02-14) Signed-off-by: Stephen Hemminger <stephen@networkplumber.org>
